Born and raised in Derry, Northern Ireland, Rory completed a Bachelor’s degree at Trinity College Dublin and a Master’s degree at the University of Groningen, in the latter case focusing on the intersections between tech regulation and geo-economics & geopolitics. Building on this interest, he moved to Brussels to begin a traineeship on EU digital policy.
Now working in the ‘Brussels Bubble’ for a few years, Rory joined UTOPIA in January 2026 to enhance clients’ public affairs engagement, closely following EU political developments and digital policy.
Outside of this, he enjoys hiking, going to watch live music, and spontaneous travel adventures.
